One, it is being beta tested. Two, there are non technology issues with releasing it (ie Apple won't let them). Based on the comments on it being a closed platform, the latter seems more likely. But since there's a high demand of Flash for iPhone, Apple could implement something like enable or disable Flash function in the Safari browser.
